In short, MEA.
More than 60% of my students are PSEO. When I create new readings and new assignments for MEA week, it generates a deluge of emails asking for extensions. So, it makes more sense to me to run two-week long projects over MEA, with all the reading front-loaded. Students can decide for themselves when to do the work, and I have more time to address student learning, rather than student absence.
